The NJ E-Bike Law: Day 121 – Insurance Confusion Continues

Today marks Day 121 since the New Jersey e-bike law was signed.

A new point of confusion emerged this week regarding insurance requirements for low-speed e-bikes.

During a recent budget hearing, Motor Vehicle Commission Acting Chief Administrator Rosalie Johnson stated that insurance would not be required for low-speed e-bikes.

That immediately caught the attention of advocates, riders, and members of the coalition working to amend the law.

What the Law Currently Says

While the statement was encouraging, the actual text of the law has not changed.

As written today, the law still authorizes law enforcement to request proof of insurance from riders operating vehicles that fall under the law's registration and licensing requirements.

That creates a disconnect between the law itself and recent public comments.

For now, advocates are urging riders not to assume that insurance requirements have been removed.

A Sign of Future Changes?

Many supporters believe that the original intent behind the legislation may have been different from how the final language was drafted.

The current confusion highlights one of the biggest criticisms of the law: important details were not clearly defined before it was passed.

As a result, agencies, riders, businesses, and lawmakers have all been left trying to interpret provisions that remain unclear.

Waiting for Clarification

Advocates continue to view the comments from the Motor Vehicle Commission as potentially encouraging.

If state officials are discussing low-speed e-bikes differently than the law currently reads, it could indicate that future clarification or amendments are being considered.

But until the law itself changes, advocates caution against assuming anything has officially been altered.

For now, the focus remains on securing sponsorship and passage of a fix bill that would clearly separate low-speed e-bikes from higher-powered vehicles and restore reasonable access for riders affected by the current law.
