The NJ E-Bike Law: Day 147 – Insurance Confusion Continues

Today marks Day 147 since the New Jersey e-bike law was signed.

A new point of confusion has emerged regarding insurance requirements for low-speed e-bikes following recent comments made during a New Jersey Motor Vehicle Commission budget hearing.

During the hearing, Rosalie Johnson of the Motor Vehicle Commission stated that insurance would not be required for low-speed e-bikes.

That statement quickly spread across the e-bike community and raised questions among riders, advocates, and coalition members.

What the Law Currently Says

Despite the comments, the actual law has not changed.

As it is currently written, the legislation still includes language that allows law enforcement to request proof of insurance in certain situations involving Class 1 e-bikes.

This creates a gap between what was stated publicly and what the law explicitly says today.

For now, advocates are urging riders not to assume that insurance requirements have been removed.

Why the Confusion Exists

Part of the issue appears to stem from how the original bill was drafted and interpreted.

Advocates have long argued that the intent of the law may not match its final wording, leading to inconsistent understanding among agencies and riders.

This has resulted in uncertainty about enforcement and what is actually required on the road.

Is Change Coming?

Some advocates see the Motor Vehicle Commission’s comments as a potentially positive signal.

If state officials are publicly describing low-speed e-bikes in a way that differs from the written law, it may suggest that clarification or amendments could be under discussion.

However, nothing has been formally changed at this time.

What Riders Should Do Now

Until the law is officially updated, riders should continue to operate under the current legal framework as written.

Advocates continue pushing for a fix bill that would clearly define low-speed e-bikes and remove ongoing ambiguity around insurance and classification.

The goal remains simple: clearer rules, fair enforcement, and safe access for riders.
